Abstract
Objectives
Affirmative action for persons with disabilities (PwD) in the employment sector has been partially addressed by ‘reservations'. In India, these are mandated per the United Nations Convention on Rights of persons with disabilities (UNCRPD) compliant Rights of Persons with Disability act (RPwD). Four percent of all employment vacancies are for PwDs in government or government aided establishment. Compliance with the UNCRPD has seen inclusion of persons with psychosocial disabilities (PPSD). Medical institutions are called on to assist on identification of posts for PwDs The extent to which they provide inclusion needs to be described.
Aim: To examine the notifications identifying posts for PwD issued by autonomous government medical institutions for inclusion of PPSD.
Methods
Job identification notifications available in the public domain for Indian medical institutions were analysed for their inclusion of persons with disabilities. Designations for such reserved jobs was also compiled.
Results
Type of Disability | Group A Admin officer/ Manager | Group B Asst Admin/ Asst manager | Group C Clerical staff | Total No of Posts |
Mental Illness | 1 | 5 | 26 | 32 |
Developmental Disorders | 2 | 12 | 33 | 47 |
Hearing Impairment | 17 | 16 | 33 | 66 |
Visual Impairment | 12 | 16 | 28 | 56 |
Locomotor Disability | 21 | 12 | 47 | 98 |
Two Job identification were available in the public domain identifying 108 posts. The results have been displayed in Table 1.
Conclusions
This study shows that there is a clear disparity in identification for jobs for PPSDs compared with other disabilities in medical institutions. Presumably, the notion that PPSD would be unable to carry out duties holds strong.
