Dr. med. Wolfgang Gaebel is Professor of Psychiatry, former Director of the Department of Psychiatry and Psychotherapy at the Heinrich-Heine University, Düsseldorf (Germany), and Head of the LVR-Klinikum Düsseldorf. He is Director of the WHO Collaborating Centre on Quality Management and Empowerment in Mental Health. From 2014 to 2016 he was also Founding Director of the LVR-Institute for Mental Healthcare Research in Düsseldorf. Prof. Gaebel was President of the DGPPN (1995/6 and 2007/8) and of the EPA (2015/6). He is chairing the WPA Working Group on Digitalization in Mental Health and Care, the Section on Quality Assurance and co-chairing the Section on Schizophrenia. His research focus is on schizophrenia, including psychopathological and pharmacological aspects, treatment guide-lines, destigmatisation, quality management, e-mental health, and the development of DSM-5 and ICD-11. He was a member of the WHO International Advisory Group for the Revision of ICD-10 Mental and Behavioural Disorders, chaired the ICD-11 working group on Psychotic Disorders, and is a member of the WHO FIC Medical Scientific Advisory Committee for ICD-11 and the Advisory Group on Training and Implementation of ICD-11 for ICD-11 MBND. Since 2022 he is Vice-President of the European Brain Council. Prof. Gaebel is a member of the German National Academy of Sciences Leopoldina. In 2020 he received as lifetime award the Wilhelm-Griesinger Medal of the DGPPN.

Session Description
State of the Art Symposium Together with WPA Education, Section on QA, WHO CC Heinrich-Heine-University Düsseldorf (Germany) and APA, Rochester (USA), we are developing an educational course on Quality Management (QM) in Mental Health and Care (MHC). This webinar will present a toolkit on knowledge and skills for MHC providers, the MH workforce and other stakeholders, for guiding implementation, improvement and promotion of QM. The first presentation, by Prof. Wolfgang Gaebel, Chair of the WPA Section of Quality Improvement, will give an overview about concept, methodology, learning objectives and current status of the project. Home health care presents a unique opportunity to improve access to Behavioral Health Care and to promote Integrated care. For example, on home visits identifying and responding to anxiety symptoms reduces escalation of COPD symptoms, resulting in decreased ER visit. The 2nd presentation, by Prof. Jack McIntyre, Co-Chair WPA Section on QA, will describe a large Home Health Care organization in NY State and highlight quality initiatives that have achieved these objectives. The third presentation will focus on the current initiatives to improve the quality of police responses to people in crisis and their follow-up care. Innovations from around the U.S. addressing police responses to people with mental illness and the role of clinicians in these interactions. Best practices will be described and recommendations for implementing effective programs will be outlined.

Together with the WPA educational portal, WPA Section on Quality Assurance, WHO Collaborating Centre DEU-131 on Quality Assurance and Empowerment in Mental Health ‎(LVR-Klinikum Düsseldorf, Heinrich-Heine University Düsseldorf (Germany)), an educational online, self-learning course on Quality Management (QM) in Mental Health and Care (MHC) is being developed. It consists of a toolkit on knowledge and skills for MHC providers, the MH workforce and other stakeholders from around Europe and across the world, for guiding promotion, implementation and improvement of QM.
The course contains lecture notes, PP, audio and video presentations, recommended reading lists and more to complement an online learning environment. It is divided in 6 thematic modules giving an overview about concept, methodology, practical application, learning objectives, among others.‎ Each module takes approximately 30 minutes to be completed and can be processed separately. At the end of each module, knowledge can be assessed by MC questions. After completing all modules, a certificate of completion can be received.
