Sikkim Anti-Rabies and Animal Health (SARAH) Division ANIMAL HUSBANDRY AND VETERINARY SERVICES GOVERNMENT OF SIKKIM
Dr. Thinlay N. Bhutia, a veterinary doctor and Project Coordinator at Sikkim Anti-Rabies and Animal Health Program (SARAH), Department of Animal Husbandry and Veterinary Services, is the winner of the World Rabies Day award from the GARC for his untiring and successful work in rabies control in Sikkim state in India. The Sikkim Anti-Rabies and Animal Health (SARAH) programme is the first state-wide rabies program in India and demonstrates a successful One Health model of dog-mediated rabies elimination. The programme was fundamentally created in response to a request from the public of Sikkim that the mass shooting of street dogs cease and a more humane method of controlling the stray, community dogs and rabies could be implemented in Sikkim. The Sikkimese vet has worked tirelessly for 15 years to improve animal lives and protect people by reducing rabies. He has implemented humane dog population control and rabies vaccination for sustainable, long-term results through his leadership of the Sikkim Anti-Rabies and Animal Health Program (SARAH). His work brought an end to the mass shooting of dogs in the area and simultaneously reduced the street dog population to a manageable size, with fewer puppies in distress. Sikkim had been rabies free for 10 years but has had multiple suspect cases recently. In response to these cases, the vet has been swift in implementing a One Health approach. Dr. Thinlay has led teams to respond to earthquake emergencies in Sikkim and Nepal, ensuring displaced animals were treated and had access to food and water. 100s of animals were rescued and rehabilated with his team members.
