It is 30 years already that Albania is going through a transition period. It has impacted many aspects, among which the demography and territorial development. As per the demography, there are different dynamics in different parts of the territory. Referring to the official data, one could understand that there is a decline of the population at a country level and its growth in the capital area.

Understandably all the demographic movements are accompanied by territorial development. All the last developments have transformed its previews natural and semi-natural surroundings, by shaping them and transforming the environment, but also by creating a new city model.
The city as an organism in general, Tirana in particular, is very complex. This paper does cover particular indicators such as - the transformation of urbanization versus the natural and semi-natural areas. This study gains importance especially nowadays, time in which there is a very high level of urbanization.

While in many countries, and especially in the EU, there are clear goals on achieving the Sustainability Goals, particularly the 11th goal for Sustainable Cities and Communities, there are no clear indicators to evaluate Tirana performance.

Developing GIS analysis, overlapping the transformation of these two indicators, and the population, the trend and the transformation dynamics get clearer. This isn’t the only aim. The comparison of the last developments during these 30 years to the corresponding legislation, is another very important goal of this study. This last one will lead to another important issue, that of emphasizing the importance the monitoring process has.
